A lens hood keeps stray light from hitting the front element and bouncing around inside the lens -- if that happens, your image will lose contrast.

VR (vibration reduction) will be very noticeable in situations where the shutter speed is very slow, like in dim light. WIthout it, the image could be blurry due to camera shake.

the hood helps to prevent "lens flare" which is light refraction from the sun spoiling the picture. other than preventing disasters, it has no effect on camera operation.

VR is not noticeable in LCD viewers because LCDs respond slowly to video changes and because of low pixel resolution. you need a CRT viewer to be able to see the effect of shake and vibration. VR will be appreciated when viewed on full-size displays at home.
