To speak in tongues is to miraculously speak in an actual language in which one has no training or experience. As Paul wrote, it would be improper to 'speak in tongues' if there were no one there to translate. Paul also wrote that "prophesying" and "tongues" would cease when the bible was finally complete.
(1 Corinthians 14:27,28) And if someone speaks in a tongue, let it be limited to two or three at the most, and in turns; and let someone translate. But if there be no translator, let him keep silent
(1 Corinthians 13:8-10) But whether there are gifts of prophesying, they will be done away with; whether there are tongues, they will cease... For we have partial knowledge and we prophesy partially; but when that which is complete arrives, that which is partial will be done away with.

If you are a born again Christian and are seeking the Holy Spirit, God won't give you a stone or a serpant.
Tongues, in the New Testament were viewed by the early church that the fullness of the Holy Spirit had come to a person.
Let me suggest you read the Book of Acts and First Corinthians chapter 12 -14.
Also do a word study on passages where the word "pray" and "spirit" both occur in the same verse.

Tongues is a plural noun and should therefore be treated as such; Are tongues ...
Sorry. I know just a little about grammar and nothing about spelling.
The gift of Tongues, is a gift from God to be used only as a clear channel of communication between the person praying and God.
The gift may be used in a group setting, only if there is a person present who has the gift of translation.

It is divine in origin when you are talking about the book of Acts. Remember that God is the one in Noah's' time that created all the languages into existence in the first place. To cause man to spread out over the earth.
When God poured out his Spirit he gave Jews languages to preach his gospel into all the world. And to give Christians power to live Holy lives before him. God had a specific reasons for tongues and that was to show the Jews that the gospel was not just for one nation but for every nation on earth. Jesus commanded his disciples to go into all the world to preach the gospel.
It may be true the devil might do it. But not to a real believer. Like one poster responded you do need to have discernment in this matter. But God is the righteous judge of it.

Devilish in church: I have NEVER seen it done according to the scriptures.
1Co 14:26 So what does this mean, brothers and sisters? When you gather, each person has a psalm, doctrine, revelation, another language, or an interpretation. Everything must be done to help each other grow.
1Co 14:27 If people speak in other languages, only two or three at the most should speak. They should do it one at a time, AND SOMEONE MUST INTERPRET WHAT EACH PERSON SAYS.
1Co 14:28 But if an interpreter isn't present, those people should remain silent in church. They should only speak to themselves and to God.
There is A LOT of devilish gibberish spoken in church. How and why do I say devilish? Easy, if it isn't according to scripture, then it is confusing, and if it is confusing, it is satanic.

They are divine. Receiving the Holy Ghost evidenced by speaking in other tongues is the birth of the Spirit. Without God's Spirit within us we are lost.

The Lord Jesus baptised me with the Holy Ghost, and with evidence of tongues, but, there are many impersonations in the world...
You can't be "taught" to speak in tongues...and it be from the Lord.
There are certain denominations that teach tongues is from the devil. Blaspheme of the Holy Ghost = lost soul.

The way that charismatic Protestant churches do it... neither. Merely ridiculous. Gibberish uttered while rolling around in a frenzy and making a fool of yourself is not the same thing as being gifted with the ability to suddenly speak in literal, real languages other than your own for the purpose of communicating with other living people. But that's if you choose to believe what's actually in the Bible, of course.
