Take it from a guy who was born and raised on a potato farm in Idaho.
Rub the excess dirt off with your hands. If they're in a bag from a store, they'll already be washed.
Peal the potatoes, then wash them again. Make sure you put them in a bowl or pot of water until you're ready to cook them.
They'll turn pink, and when you cook them, the pink will turn to a nasty gray color.

Yes I do wash them before peeling. But today I also cook them in the microwave before I peel them and if you do so they must be clean before peeling.

I scrub mine with a vegetable brush. Unless I'm making mashed potatoes, I cook and eat them with the skins on most of the time. (the skin/peels have most of the vitamins and nutrients)
If making Mashed: Peel than rinse....the peels go into the mulch pit.

If they are muddy yes. I normally put them in the sink with water and return the peeled ones to the water.
I then cut them and rinse again.
