Long story short - The individual in question caused a traffic accident which destroyed my vehicle. He provided a valid California Driver's License and insurance information to the police at the accident scene which had lapsed over nine months prior, and therefore was driving uninsured. I have heard from someone that it's possible to file something with the California DMV informing them that this individual caused an accident while driving without insurance, and the DMV subsiquently penalizes the driver. Does anyone know if this is true, or what the process is to report it?

I did not have uninsured motorist coverage, and am now suing in small claims court. The police aren't doing anything, because they only needed to see the paper proof of the insurance at the scene, but that policy hadn't been valid in months. They don't attempt to verify the legitimacy of the insurance at the scene, and they won't do anything after the fact.
