My co-worker gave his two weeks a few days ago and my job gave him a counter offer with more money. He didn't give me the details but he asked me if he should take it and stay or move on. I told him I heard job recruiters say never take a counter offer when you give your notice to your current employer. Does anyone know the reason behind this?

Many people think that once you've turned in your notice, you'll be considered disloyal and not treated as well if you end up staying, or will be the first to go if there are layoffs. Sometimes this does happen, but not always - it depends on the employer.

It depends on the reason you are leaving. If you are pursuing what looks to be a better opportunity, being lured back because of a match or uplift is understandable. However, if you are dissatisfied with your environment, that won't change just because you receive more money/benefits etc. Be careful, as you will probably only be able to do this once with any given employer.
