No, bamboo doesn't like to sit in standing water for prolonged periods. There are few natural barriers for bamboo but extreme moisture, a pond, river or stream are able to contain even running bamboo. The other natural barrier to bamboo is extreme dryness. Bamboo only needs one to two inches per week during the growing season depending on temperature and humidity.

The bamboo I have have been growing great in water. I might depend on the type of bamboo you have though.
