Right click Start button > Properties > Customize > Advanced tab. In the Start Menu items list, tick "Enable Dragging and Dropping".

Man, either file permissions, or explorer is goofy.
you can TRY this, but I don;t know:

CTRL-ALT-DEL
choose task manager
find explorer, not Iexplorer but just plain explorer.
highlight it and choose "end process" and then don't panic as all of your desktop icons, and your taskbar vanish.

Next in the same window, choose file --> new process. you get a doalogue box. type the word "explorer" no quotes, and hit enter. Your desktop icons, and your taskbar should come back up.
You have restarted explorer, this MIGHT solve your problem... if not, you have some settings that are preventing drag and drop. Untill you figure it out you can always copy (or cut) and paste.

Hope this helps,,, but not counting on it....

Just type in 'unable to drag and drop files' into a search engine (I use altavista.com) and you will receive a load of links to pages that will explain how to resolve your problem.
