if I am a mexican, and go to the US to shop......... can I get a tax return for all the sale taxes? how to?

Nope. In the US, those sales taxes are levied by the individual states and they don't return them to ANYONE.

No you can't - the US doesn't have a VAT like some countries that can befunded. The sales tax isn't refundable.
