Hold the PS button down to turn it off. You'll get an on-screen prompt asking if you want to turn off the controller or the system. System shutdown also turns off the controller. If you ever have problems with your controller connecting (sometimes after a reboot, my controller won't connect to the system and just blinks) just plug it in with the USB cable to re-register it.

You just have to press the PS button in the middle of the controller once. You should hear an audible beep from your PS3 indicating that it is also turning on. You shouldn't have to hold it to turn it on.

Edit: You turn it off, by holding down the PS button which will then bring a menu up on screen to turn off just the controller, or the system, which also happens to turns off the controller.

To turn the PS3 controller on, all you do is press the center PS button.

The PS3 controller turns off by itself when the PS3 is turned off. It's that simple.
