i was taught that it is rude to stare no matter who or what your are staring at. i'm suprised that this question had to be asked in the first place

Only so long as it takes you to decide whether to park your bike front end in or rear end in.
Once that decision is made it's considered ungentlemanly to continue with the scrutinisation of said 'rack' ;-)

Well staring is rude so you should be able to do the math on that one. All I know is that after a certain ammount of time you should feel like you owe her a dollar. Once you reach that point it time to move on.

If the woman is married to you, and you have her permission to look, look for as long as she gives you permission to do so. Otherwise, don't stare at all.
