You should really watch using the term cult.
I would assume if there was a RELIGIOUS FOLLOWING of Thor, then I would assume they would accept Ullr, since they're family and all.

Ullr would come under both Odin and Thor. Unless you have plans to open your own branch.

My kindred gives honor to Ullr and Skaldi every winter (even if we're freezing while doing it - LOL)
Hope you see this - my friend who has Ullr as a patron deity is Asatru and a member of Nova Roma - a Roman society. I will contact him and ask if I can pass along his contact information.
