They aren't giving you something "back". Under some conditions this year they are making available a line of credit up to $500 - it's a loan and you'll pay interest on it.

If you were a prior year customer in 2005 and 2006, and you have good credit H&R Block's bank will offer a $500 advance on what they call the Emerald Card, a pre-paid mastercard. It has nothing to do with your tax return. It is a loan with fees in addition to interest. They will offer you the option of putting money in a savings account and linking it to the mastercard. Again, completely unrelated to income tax preparation in any way.

They take your last year's tax return, ask if anything tax related has changed for you this year, estimate your refund based on the info you provided, and issue you a refund LOAN...at a huge interest rate. Ok if you need the money though, except you won't get your tax return money with everyone else come April 15th.

H & R Block doesn't give taxes back to anyone. The only one who "gives back" taxes is the IRS and it is already your money you overpaid in taxes. They determine what your refund will be by calculating what amount you owe from IRS rules and comparing that with how much you paid in already.
