In the original Greek, that same verse is SUPPOSED to read that a woman is not supposed to USURP authority. In other words, if a man is a deacon of a church, a woman is not to usurp his authority.
It also says, in that same passage, that women are to LEARN in silence. If we're learning, we shouldn't be talking, right? Same thing goes for classrooms, right? So why should a church be any different?
No, women are not incompetent teachers. Read Romans 16.

Technically it doesn't say Christian women are incompetent teachers - you're adding your own point of view there.
It does say that they shouldn't be put in authority over men.
Happily - a whole slew of denominations now recognizes that that comment was based upon cultural practices and not necessarily meant to be imposed for all time (though some denominations obviously still do adhere to that).
