It all depends, did you see them put any money in ? Maybe they paid for the product and put their change in the package, with all the information you have given it would be hard to answer. Unless you saw the entire process I wouldn't do any thing, however if you saw him not put any money in the cash register and take money out and put in his package then you should report it to the manager, but I would be careful and have all your facts before I accused a person that I worked with about stealing.

I would tell the boss! You wouldn't want to get fired yourself if the boss does find out and then found out you knew about it. Stealing is wrong, that person should be caught.
