my glass lenses read: R: Sph (+0.5) Cyl (-2.75) Axis (x60) L: Sph(+0.5) Cyl (-4.50) Axis (x110). My optician has prescribed me the contact lenses softperm for my Keratoconus, with the following R: Sph (-2.50) B.C(7.3) L: Sph (-2.75) B.C (7.3).
However, the Softperm website (http://procare.cibavision.com/pdf/softperm.pdf) says that Softperm may be worn by persons whose eyes exhibit astigmatism of 4.00 diopters (D) OR LESS that does not interfere with visual acuity.
I was thinking that I am not eligible for the Softperm lenses since my left eye reads Cyl (-4.50). Am I right in assuming so?

You can never assume anything with contat lense fitting, especially with astigmatism. This is something only a trained person with the right kind of education can do. That is why it must be fit by a Doctor. Ask your Doctor.

Especially with keratoconus, and mean K readings down at 7.3, conventional rules-of-thumb may well not apply.
This is the sort of area where the expertise of the practitioner really counts for a lot.

A spectacle cyl of -4.50 might reduce to a corneal cyl of only-4.25 or -4.00 anyway, due to vertex distance allowances.

Your optician is breaking no law!
Fitting softperm on a -5.00 D astigmatic cornea might be the right thing to do, having considered the other options!
