Adobe Photoshop is by far the best. That is what the newspapers and magazines all use to edit change and correct the images that they print.
It is pretty expensive though, but there is a lower priced version of it for home called Adobe Photoshop Elements & Adobe Premiere Elements. Check it out on the companies website http://www.adobe.com/products/psprelements/

Photoshop is considered the standard by which others are measured, but there is a catch. Versatility is usually inversely proportional to user friendliness and this is definitely true for Photoshop. The program can do a _lot_ of things, but the learning curve for figuring out how to accomplish those things can be steep. It's all a bit overwhelming at first.
If all you need is basic capabilities, you may be better off - and you will save some cash, possibly a bunch of cash - by getting a much simpler program. If you plan to spend some time learning image editing, though, Photoshop is worth the investment.

I use Adobe Photoshop, but Google has a free program that is called Picasa2, that I have as well. But I prefer using Adobe because you can do more with the program.

I use Photoshop for everything. It is the only program that I know how to use. With that program, you can make it b&w or any color for that matter. I don't know anywhere else you could down load it at, so you may have to buy it. It does get pretty expensive though.

A lot of people use photoshop. I use paint shop pro. I have both I'm just more familiar with PSP
