For most of N.A. big game, the 30-06 is just the ticket. It has a little more power than what is really needed for white tail deer and smaller animals, but I believe it is better to have too much gun then not enough. For price, it is hard to beat a Savage bolt gun. They are just as accurate as the more expensive modles but only cost about $450. Next I would say a Remington modle 700 or Ruger 77 would be nice. They run closer to $700. Then a Browing or a Kimber would be more expensive. Near $1000 up to $1300 for them.
Hope that helps. Just go check out gun shops and pawn shops. An used gun will be cheaper than an unused gun.

Remington 700 ADL or SPS low price ($450ish), 700 BDL or Classic Mid price ($700ish) or Any of the special packages (anywhere up to $3000 is what I've seen).
Winchester model 70 (new production just started in the USA again) Just saw a basic synthetic stock version for $550, the nicely appointed wood stocks for about $1100.
both rifles have been around for some time and have solid reputations, both have served the US military very well. the Remington 700 is currently the basis for the m-24 sniper rifle and has also proved it self to be on of the most accurate hunting rifles on the market. although Winchester seen alot of business problems in the last few decades the model 70 has maintained a good following and I think we're all hoping the new US production will bring back the quality of the pre '64 days.
no one rifle or round does everything, a good elk round will likely make a mess out of a small white tail, a balance between the two may mean a multiple shot kill on larger game if shot placement is less than perfect. 30'06 is a great round (lots of options as to how the round is loaded) as is 7mm mag.

The best all around caliber for your purpose is the 30-06, because you have a larger variety of bullet weights to choose from.* When you own a 30-06 you don't need another Rifle.* I recommend Remington or Savage Brand.*

The single bolt action is usually used with a scope. This so it can be a long shot rifle for distance and accuracy. Try a 30 cal ammunition, has hitting power and only some shock upon firing. You might want to pad the but plate for shoulder protection. Ask a weapon store clerk about different type rifle for sport or target practice.

Well you will not be able to do everything really with one cartridge, you will need at least two (I think) one for big game and one for medium/small game.
I know its not a bolt action but you may want to look into a
T/C Encore, its a break action single shot firearm, with detachable barrels that let you change caliber. they make them for rimfire, shotgun, and rifle.
as far as a great all around cartridge, look into 30-06 great many many options in bullet weights and styles

243 Win is a good all around choice, light bullets for smaller game, heavier bullets for deer size game. Low recoil, cheap ammo, made in every style and price.
