It can. It is built into the program. Often background communication between softwares is done by telnet since it is the simplest and rawest protocol.

It still is used by system admins, to talk to routers, to test other protocols such as the mail port or web port during troubleshooting. I use telnet all the time managing my servers.

Altho the other poster is correct that it is not recommended for regular users anymore.

Unless anyone deliberately turns on telnet (normally only do this if you are feeling like committing PC suicide) it is no use to anyone.
