You can file on paper beginning January 1, 2008. Electronic filing is scheduled to begin January 11, 2008 but the IRS has announced a potential delay due to congress dragging its feet on some tax law changes. Even if you file on paper January 1, the IRS will not begin processing returns until this tax law snafu is cleared up.

The middle of January. Maybe.
If you are filing anything more complicated than a 1040ez, there may be delays in processing this year.

January 1, anytime after the end of the year. If you have all the paperwork, then you could, in fact, mail in your return on Jan 1.
