It's a reference to the cat-o'-nine-tails, the whip with which sailors were flogged.

The most common way for a Captain to keep order on a ship out in the middle of the ocean was to keep a tight rein on his men. If they broke the rules, the most common punishment was a public lashing with a whip. Helped to keep the other sailors in line to witness such acts.
