It depends. Are you giving her money in advance of the trip so she can buy it for you? Will you reimburse her for the expense of buying when she gets back? If so, then, no it is not rude.
However, if you expect her to buy you something and bring it back at her expense, then, yes it's rude. Maybe her expenses are limited, or she is planning on spending her money on something else. She shouldn't be running around "El Rico" as your personal shopper.
What would you think if she asked the same of you?

If it's a close friend, it's acceptable, but not really polite to ask. It's kind of like your fishing for gifts, but it's also kind of expected that people will tease their close friends in such a manner when their friends are going on vacation, and their friends really will bring them something back.

I think it's perfectly fine to ask for a friend to pick up something for you while on vacation, if you plan on reimbursing that friend for the cost of the item. Otherwise don't ask for anything unless specifically asked what you would like.

If the friend wishes to bring you a small gift or souvenir on returning from their trip, that is their prerogative. It is rude to make such a request in general.
