I have a Viewsat reciver "VS 2000" and it appears to be frozen it just shows 4 lines ( - ) in the screen. How can I re boot it?? What can I do to fix it???

This is technically not a Dish receiver, it is actually an FTA (free-to-air) receiver, and if the VS receiver is receiving Dish Network programming (encrypted signal, not free-to-air) it is doing so illegally, but I am sure you know that.

However, to address your question, the easiest way to reboot the unit would be to unplug the unit for about 60 seconds, and plug it back in.

Have you tried unplugging it for about 10 seconds and plugging it back in? I have a Direct TV receiver and that's what it takes to get it going if it loses signal for a long time.
