Ive heard that the i131 petition is basically a petition that allows person who have already sent in a petition for the i130 it basically allows them to travel between there country and the US. For instance if the person is a Jamaican citizen, if they apply for the i131 will they be able to travel from Jamaica to the US. If not, what exactly is the i131 and also is there anything that allows a person who have sent in a petition and recieved confirmation from USCIS of receiving the petition is there any way they can travel between the US and lets say Jamaica? What exactly is the process that goes on in the background when you send in your i130 application?

You can only file I-131 Advanced Parole (AP) concurrently or while your I-485 Application To Register Permanent Residence or Adjustment of Status (AOS), meaning application for green card. While your green card adjudication is pending and once you get the AP approval, you can travel freely to anywhere and reenter to US without additional visa. But if you are outside of US too long while AOS is pending, they will consider that you abandoned your application.
You file the Form I-131 Application for Travel Document and required documents and filing fee of $305. If you file I-131 with I-485, I-485 filing fee of $1,010.00 includes the I-131 filing fee. You can download the form and filing instruction at USCIS website.
