If your baby was going to bite you, he would just bite you. The body languages you describe are usually signs of contentment. Indications that he might bite are growling, opening of his beak when you attempt to touch him, pulling away, eye pinning, feather fluffing or any combination of these.

Good luck!

Crest up means he is happy or curious. My cockatiels posture with their beak open and crest down. Cockatiels really like the backs of their necks rubbed.

You need to build trust between you and your bird. Hand feeding treats works well.

My cockatiel is really tame, will sit for a long time and let me rub and scratch his head, but he will not allow me to touch his chest, back or tail. Each bird has their own personality, and you will have to learn what he likes and doesn't.

I think he likes it. The little darling I used to have would get hold of my finger with her beak then take her feet off the floor so it hurt me more

If he does not act aggressive, does not make sharp "leave me alone" noises and does not try to nip your finger, then he won't bite you and maybe he is enjoying the attention.
