That's very common in puppies, especially toy breeds. It's usually just clogged pores, kind of like baby acne in human infants. The bumps look yucky, but I've never noticed any of my dogs acting like they were uncomfortable from it.

Just bathe him once a week with puppy shampoo, paying close attention to that area. The bumps should go away in a week or so.

If the bumps seem to bother your dog, you can use a cotton ball to dab some witch hazel on the bumps.

My little Pit puppy broke out with bumps all over her head. The Vets bes guess was it was an allergic reaction to a spider bite or a wasp or be sting. A shot of Benadryl and it was gone the next day. You could call your vet and what the dose of children's Benadryl would be right for your pup.

I would check with the vet just to be sure. I can tell you that my puppy has had them since I purchased her. They come and go in different areas. The vet is not concerned, said it's common. The worst problem is that she scratches them and then has scabs but again the vet was not concerned and didn't see the scratches as excessive either. He did recommend switching to Wellness Fish & Potato food which seems to be helping quite a bit. Your puppy might still not have the teeth for the Fish & Potato food yet as it's bigger kibble but consider it when he gets most of his adult teeth in.

I suggest you take him to the vet as soon as possible. I'm not sure what it is and I don't believe anyone can be fully sure without seeing the pet.

My first guess would be an infection.

Flea bites or a reaction to something in your fabrics.
