Gambling is sin Islam, however if someone do follow one aspect of Islam does not really mean that they should be perfect in all respect. There are many muslims who drink alcohol, some get into even bigger sin. It does not really mean that it is double standard.

Yes God has prohibited Gambling in Islam.
And good thing is that no any Muslim country's law makers can make a law allowing gambling. Most countries have a clause in their constitution that says "No Law can be made against the teachings of Quran and Sunnah of Prophet Mohammad (PBUH)".
In west in reality Money is their Lord, It superceds all laws of their God/son of God what ever you call. In Democracy and interest groups can get any law they want passed by majority vote. If they want liquor store in every road they can have one. All they have to do is to bribe the city councillors. Today in USA on every intersection of major roads there are more than one gas stations and they sell liquors. Same way Casinos are allowed by the state legislation to raise more revenue. It doesn't matter if poor people keep getting poorer. Because they are one they gamble trying to get out of poverty and end up getting deeper in poverty. Rich people don't gamble. They open gambling places.
Law Makers don't care about poor people. They get paid to make laws for rich so they pass laws for more casinos.
Democracy without any restrictions in the constitution on making laws that may hurt the health of people's morale, economy or religious beliefs is bad for people.

ahhh.. the never failing faults of humans.. sure, it's forbidden in islam.. but does everybody listen? i can answer that with, wait for it, a big resounding NO.. muslims are humans after all.. if they go and gamble at the Dubai World Cup Meeting, when they know very well they shouldn't.. god help them.. they'll either fix their faults or they'll be judged..

Yes gambling is against Islam.
ALLAH(Subhanna wa ta'ala) says in the Qur'an:
Sura 5:90-91
90.O you who believe, intoxicants, and gambling, and the altars of idols, and the games of chance are abominations of the devil; you shall avoid them, that you may succeed.
91.The devil wants to provoke animosity and hatred among you through intoxicants and gambling, and to distract you from remembering GOD, and from observing the Contact Prayers (Salat). Will you then refrain?
