This is a process called 'zeroing' a rifle. Since every person is shaped a little differently - the place where the sights on any particular rifle is pointing will change from person to person.

They are adjusting the elevation on their scope to compensate for the bullet drop depending on how far the target is. You can also also adjust the windage which determines where the cross hair goes left or right.

It's a crosshair adjustment. Moving the crosshairs in the scope changes where the bullet will hit. You use these adjustments to compensate for range, wind, elevation, and temperature. Snipers maintain a log book of every shot they make for reference so they can make a good adjustment later on.

If your talking about a sniper type scope, its called minute of angle (MOA) adjustments. It adjusts bullet impact. The more accurate scopes will come with 1/2 MOA (half minute of angle) adjustments.
