Well the speed limit is posted for the street, not the sidewalk.
And I'm guessing that should you try going 60 in a 30, you will get stopped and the cop will most likely ask for your autograph.

I would say yes.
I know plenty of mountain roads I can reach 60 on a bike regardless of the lower limit.
Once I was crazy enough to try it on roller blades and I reached speeds in excess of 40-45 mph, i was certainly "on foot".

I got stopped once on a bicycle for breaking a 25 mph speed limit, so I would have to say yes.

These people are all wrong. This is perfectly LEGAL. Almost all laws regarding speeding are made specifically to apply to VEHICLES or MOTOR VEHICLES (making them in-appplicable to you and your uncanny set of legs).
Can you get a DUI for walking drunk on the road? No, you are not a vehicle (but you probably will get arrested for public drunkeness).
