Wow. Let me provide a bit of insurance industry education to the many answerers who wrote "the government shouldn't be in the insurance business." The government HAD to take over the flood insurance business because all property and casuality insurers were in danger of going out of business due to huge losses years ago. The government simply had to do something. Insurers and agents still sell flood insurance (and policyholders pay HUGE premiums for it), but the losses are covered by the government.

Absolutely should. But humans are to stupid to not live in flood zones. So someone has to help them.

New Orleans was built below Sea level and the humans there can not understand why it flooded.

Humans are the dumbest animal that ever lived, no doubt about that.

I wasn't aware that the government was into selling insurance.
Insurance is a private financial matter that the government has no business being involved with in the first place.

I hope not. My father was smart enough to buy it years before Hurricane Katrina. A very good thing he did.
