I agree with the first 2 answers - wooden toys are classic, creative, and very appealing to this age group. Out of all the fancy and expensive toys my 1 and 2 year old boys have, their most favourites are wooden (and plastic) cars, a wooden shape sorter with coloured wooden blocks, wooden puzzles and wooden building blocks. These toys are so much better than the latest brand name gadgets as they enable children to use them in different ways rather than just having one function or a toy that does everything for them. The Early Learning Centre (an English company) have the most wonderful things, they distribute in Australia but I'm not sure where else (there is probably a website, or a similar company in your location). Other favourites for my boys are push cars (where you depress the driver and they take off themselves), a Little Tikes coupe (ride in), Mega-bloks, plastic coloured stacking cups, balls, and a water trough toy that they splash in (outside in the Summer).

Even with the recalls that are going on, there are still tons of great and safe toys out there. I know Target has a line of wooden toy sets that have no dyes, chemicals or anything, just wood. Whatever toy you decide on, make sure you feel comfortable giving it to your child, don't always rely on the age on the box.
