THE SCRIPTURE: "For godly sorrow produces repentance leading to salvation, not to be regretted; but the sorrow of the world produces death." (NKJV)
THE MEANING: George W Bush shows no sorrow whatsoever (Godly or otherwise) for the terrible, horrific conditions he and his administration have caused for the US and the whole world well into the next several years to undo.
There is no repentance in him and the country will live to regret his administration for years and years to come. The world will not be saved from the disastrous mistakes he has made and continues to make even today.
The world is indeed sorrowful and unhappy at the consequences of the Bush Presidency and all the terrible things that he and his administration have caused the world to endure.
We can only hope that, if there truly is a God in heaven, that He (or She) will be faithful to the last 6 words of that scripture, and eradicate from among us the cloud of contempt and corruption as well as the scandalous war-monger that has torn the country into a divided and bitter people.

2 Corinthians 7:10 Godly sorrow brings repentance that leads to salvation and leaves no regret, but worldly sorrow brings death.
It means that when a person falls under conviction because they have sinned against God and they repent then the Holy Spirit is at work in their lives leading them to salvation.
If a person feels bad about their sins because they suffer consequences in this world but have no remorse because they have rebelled against their Creator then they are still on the broad way to destruction and not the narrow way to Heaven.

There was constant strife in the Church at Corinth. There were fightings without, or continual contentions with, and opposition from Jews and Gentiles; and there were fears within, and great concern for such as had embraced the Christian faith.
But God comforts those who are cast down. We should look above and beyond all means and instruments, to God, as the author of all the consolation and good we enjoy.
Basically, St. Paul is telling them that sorrow according to the will of God, tending to the glory of God, and wrought by the Spirit of God, renders the heart humble, contrite, submissive, disposed to mortify every sin, and to walk in newness of life.
And this repentance is connected with saving faith in Christ, and an interest in his atonement.
In a nutshell: There is a great difference between this sorrow of a godly sort, and the sorrow of the world. The happy fruits of true repentance are mentioned. Where the heart is changed, the life and actions will be changed. It wrought indignation at sin, at themselves, at the tempter and his instruments. It wrought a fear of watchfulness, and a cautious fear of sin. It wrought desire to be reconciled with God.
It wrought zeal for duty, and against sin. It wrought revenge against sin and their own folly, by endeavours to make satisfaction for injuries done thereby. Deep humility before God, hatred of all sin, with faith in Christ, a new heart and a new life, make repentance unto salvation.

There are two types of sorrow. The world's sorrow does not lead to a change or repentance. That person will remain in their sins and probably will be eaten alive by depression. The sorrow of God causes us to change or repent from our sins and lead a life that brings about our salvation.

Worldly sorrow means you are sad that you got caught. Godly sorrow is sincere and leads one to a change of heart, a sincere desire to no longer commit the offending act, whatever it may be. Worldly sorrow leads a person to be more crafty the next time to avoid being caught, with no intent on changing ones ways.

to have Godly sorrow is to repent, and one never needs to repent of having Godly sorrow, which is sorrow of sinning,
sorrow of the world is being sorry one has been caught doing something wrong or losing a material possesion but not actually being sorry for what one has done wrong.
