You don't have to tell.Just act.Take him to a nice place driving fast on the Free Way and stop at a place of your choice .......it should be a romantic place .....the surrounding should be "just he and you"......the dark sky above you and no one else nearby to observe you two.Just talk for a while and then slowly get closer to him and hug and kiss him .....and, whisper "I love you"....the time should be after the sunset.
P.S. You don't have to tell him anything.Just hug and kiss him.This will take care of the rest. You may whisper "..............................", if you like .
