as far as i know ISO2001 is not a quality certificate, it only certifies that a standard practice is followed - while producing a product or delivering service. even bootleggers and scavengers probably may be following standardised practice.
i feel - railway stalls may fit the bill, for their uniformly tasteless fare served.
