Because they were not intentionally making it difficult for you to pass. I find it to be a natural reflex in that type of situation.

It is just a polite response to your "excuse me" since they were in your way as you tried to go past.

It's because they didn't know they were in your way. What if they were in your way and you said 'excuse me' and they said 'hey, step off, chump!"...that would be awkward, to say the least.
