Buy some safety reins and take her for a walk (providing she is walking) look for different things like the birds flying in the sky, or the cars/buses driving past. I am lucky enough to live near Devonport Dockyard, so I quite often take my son down to look at the ships that are in dock. He is 21 months and has just learnt to say 'boat'!

We were horribly broke when my daughter was little - like a big celebration for birthday/anniversary was a portion of spaghetti bolognaise at the coffee bar with two forks!
I walked for miles with the pushchair - mostly went to parks because it was so depressing to see things in shops and not be able to buy them. We had great fun on the swings and taking a sandwich and drink was a picnic.
Little children enjoy any new happenings and repeating things.
In the Spring you can get a fishing net and show her things which live in the water, teach her about wild flowers as she gets a little older and learn yourself as you go. We did a wild flower scrapbook, picked flowers, pressed them and stuck them in a book with their names; when she started school her teachers were amazed at how much she knew about nature and the countryside (and I was amazed at how much I knew by then, too!). Again as she gets older - teach her outdoor games - hopscotch, five stones, hulahooping, even learning to stand her hands, do cartwheels and headstands.

Go out for a walk. If it's too cold to stay outside, you can always go to your closest mall and walk around there. It'll give you some excercise and she'll love the change of scenery. Some days, it's just too cold so my boy and I always go walking throughout our apartment building. We walk on the different floors, go to the lobby, get the mail and he loves walking around checking everything out. It's not far away from home but it's definitely nice to get out of these four walls sometimes! You can also try your local community center. Many of them have playrooms and toy lending libraries where you can go and hang out for a bit, you may meet some other moms and she'll have fun seeing some new toys!

go to the park- kids love being outdoors.. whats wrong with playing in your back yard???
if you have the internet and a computer you are NOT broke - if you are really concerned about $ - cut off the internet, cut the cable and so on.. eat more soup..
I was able to buy my own house while living on LESS than a welfare mom would have got.. just its all about the choices you make...
anyhow back to your kid - outdoors is best.. NOTHING needs to cost $

I'm in your exact situation now. Luckily for me there is a park a block away and i take her on picnics and strollin around. She just loves to be outside. I know it sucks when you have no money to do the things you want. You just have to be creative.

Put her in the stroller and walk around the mall. Babies love to look at new people and places. You can window shop while you're there so you won't be too bored. Plus, it sort of counts as excercise. Sort of.

If you're based in the UK you MUST get in touch with Surestart or children's centre as it's now known. If there isn't one in your area I hope you can get to another area wher there is one. They do all sorts of activities, playgroups, baby massage, swimming, the list is endless, and it's all free. Good luck!
