A friend was pulled over for going 3 miles over the speed limit

It's hard to believe that someone would get ticketed on any roadway for 3 miles over. Are you sure they weren't going faster than that and the officer only wrote the ticket for 3 mph over?

I know there are highways in Oklahoma that have "No tolerance" posted on highway signs and I'm sure the police will ticket for 1 mph over. If the driver truly was only 3 mph over, I'd contest it in court, because that's ridiculous. Variability on speedometers and radar/lidar could easily account for a car going the speed limit showing up as over. I'd bet the traffic judge would dismiss the ticket.

If it's for a ticket where the driver was going 13 over and was cited for 3, just pay it. The record the officer created and will be in court that day will indicate true speed if it was over the ticketed speed. In that case, the judge could decide to fine you for the entire amount.

Generally, police do not consider it "speeding" on a highway unless a person is going 10 mph over the limit. But they will snag you for only a few miles over if you are also driving recklessly.

City roadways are different. And don't ever speed through a school zone or a construction area!

Over the limit is over the limit. Sometimes the police overlook a few mph for the sake of traffic moving smoothly but still, over is over.

There's no official leeway in most states, but most police departments have an informal 3-5 mph grace period.
