There are two different ways in which PDF files can be created. The most common process (done by the "free" PDF programs you can download) is to convert the original document from text into a picture with the PDF extension. Unfortunately, those files can not be edited.

If the program was created by Adobe Acrobat (and in the "real" PDF format), then you need Acrobat or another one of the PDF editors to edit the file. Even then, your ability to edit may be very restricted.

Normally a PDF file is created in word processor like Word and then converted to PDF format. If the document needs to be edited, you actually edit the original Word file, not the PDF file, and then recreate the PDF.

So usually the "best" method is to find a program which converts PDF files into text. (Unfortunately, you often lose the fonts and formatting when this is done, so you may have to spend some time "fixing" the resulting text file.) Make your changes to the text file, and the recreate the PDF using the new text file.

Acrobat Professional will do it; so will some cheaper programs like PDFpen. As of Mac OS X 10.5 (Leopard), the version of Preview included with the OS can make some changes to PDF files as well.

Be aware, though, that you'll only be able to make limited changes. PDF files were not designed to be easily editable.
