You don't give a budget so I will recommend Gordon Ramsey at the London Hotel. The tasting menu is stunning 7-9 courses but you will need to book 3-6 months in advance and plan to take 3-4 hours and spend about $500 for two.

It depends on what kind of food you're looking for and what your budget is. It also depends on what part of town you like.
There are many lovely restaurants in NYC, but I prefer the upscale vegan places like Pure Food and Wine or Blossom when my boyfriend and I want a special dinner.
Whatever you do, avoid chain restaurants like the plague.

Tavern on the Green is beautiful and the food is amazing. Especially since it is Christmas time, because it is covered in lights. After you could spring for a horse and buggy ride around Central Park because there are always buggies waiting to pick couples up after a meal there. Just make sure you make a reservation a day or so in advance.

where are you from? if they have it in your area take her to The Outback, Red Lobster, The Mad Boar (really great food but it is kinda expensive)
