I want to buy a bank-owned property being sold "as is." The house has been winterized (in the NE US) and there is no furnace. I am told I have to put a furnace in before closing, but I am wondering how I will be able to get a home inspection done. Will I have to turn the gas and water on myself? Can an inspection be done without gas an water? My RE agent says don't expect the bank (seller) to turn them on because they have already winterized the house (but we haven't actually heard this from the bank yet).

"As is" is precisely that; the bank will do nothing further to the property. Once you purchase it, it's all your responsibility.
More than likely the inspector will give a "conditional" or "temporary" C.O. making note of the the conditions that need to be rectified. You'll need to inform him when the corrections are made so he can return for a final inspection.

you will need water for and inspection, because a good home inspector will check all water connections for leaks ,corrosion , water heater status etc.If the house only uses gas for heat you may be able to get by without the gas inspection.It would make sense that the gas connections throughout the house should be checked as well especially if the house cooks with gas.You may try to purchase the property without an inspection at a lower cost.That way if you have some issues you may have the saved funds to cover them,.

You would be responsible for turning on and new winterizing costs.
Otherwise you get it "as is"
