I currently live on my own, with my 2 children in a Housing Assoc property. However, my boyfiend and I are looking at moving in together next year, and would like to go for shared ownership. Does he have to have lived in the property to apply for this.

No, all you & he needs are :-
1) A good credit record (no CCJ's, only a few late payments)
2) Sufficient income (between the two of you) to pay both the Rent element and the Mortgage element (problem is, child benefits are not likely to be taken into account for a 25 year Mortgage .. so it may be difficult to show sufficient income)
