If you looked through yahoo questions search you'd find hundreds like this. The immediate issue is in the adjustment on the intake hardware/mechanism. It should be set to allow the water to stop entering the tank at 1 inch below the overflow pipe.

It may be you still have the ball float type? That has adjustment screws; and very often; people bend the rod slightly as well; to adjust water level.

Sounds like your inlet valve is shot. You can buy a new one for around $20. I reccommend a fluidmaster UK400 as they come with easy to follow instructions and are easy to adjust once installed. Any good plumbing hardware store will carry these. Also they are easy to get parts for should you have a problem with them down the track.

Is the water on?
Is there a little filter in the line which may be blocked?
Is it a caroma cistern?
Maybe there is a blockage.
Are all the seals ok?

check the plug in the holding tank to make sure it is sealing properly, make sure the floater isnt bent, make sure the water is turned on
