Back in about 1993, Billy Boy Clintoon, drastically cut the military, and the Intelligence service, by cutting their finances.
The USA, has suffered a decrease in Intel abilities, since then.
For anyone to think that Intel abilities, can be 'brought up to speed' over a short time frame, simply does not understand the complexities of international operations.
BAD intel supplied to GWB, after 911? Look at the route cause of the Intel gathering abilities. You can only get one gallon of water, out of a one gallon bucket !!
Surely there is a fly in the ointment, somewhere.
At this time, I, having been in the US Army Security Agency way back in the 1950's, will state that Israeli Intel, is the most efficient, effective, accurate, in the world, bar none !!!
Why? BECAUSE THE ISRAELIS DO NOT PLAY STUPID GAMES, AND CUT THE FUNDING NECESSARY TO PROTECT THEMSELVES !!!!

We have good technical intelligence. We do not have good human intelligence.
Yes, countries like to deceive us. Look at Iraq. Therefore the NIE is not 100% accurate.

Hard to say.
Perhaps we can at least hope we might one day have leaders who will know better than to wage fantastically expensive wars, based on the assumption that their personal interpretations of the intelligence provided them are undisputed fact, only to have it repeatedly demonstrated later on that they never had the slightest idea what they were talking about.
I think it would have something to do with "competence."

We the ppl never get the real truth or all the truth but if your asking if the CIA or NSA or other such agencies get good intel then yes they do get good intel through informants and interrogations weather they use torture or not

I think we will be able more and more to get good intel because of the net, and the willingness of different folks around the world to share what they know.

Actually the cia report about Iraq released in early '03 was oddly accurate in the sense that it was ambiguous about Iraq's wmd program, and, shaky demonstratable ties to al qaeda. It is clear that the Bush white house used fear and 9/11 to take down Iraq without engaging in amassing better justifications to do so.
