for me Cavite and Bulacan is cheapest place to avail a rent to own house in Luzon. there are lots of new subdivision in this two places and have a cheapest downpayment also. i think the range of this two places per month is 5,000 - 10,000 pesos. it depends what type or how big the house you wanted to own.

the north end is the cheapest for various reasons. Buying a rent to own is nice but you have to take into consideration the kind of neighbors you will have. It is better to buy house and lot in a subdivision for security purposes. And I would suggest that you buy one at Filinvest 1, Quezon City. Maybe you can buy one amounting to only 8M-10M pesos.

The answers above are all on ownership, and how low the cost to own is. But still, there is no RENT-TO-OWN. I guess we should establish that to provide a clear answer to the asker.

There is no such thing as rent to own here. Either you pay rent or you buy a condo. Foreigners cannot own land here period.
