things when they are by themselves. 1 of the little girls had rich parents and a big house and they would go into her bedroom to play but as soon as the mother would come to see what all the noise was the doll would turn back into a doll again.

It sounds rather like one of the Amityville Horror movies. I believe it could be "Amityville Dollhouse" or something like that.
I did look at that film but don't think that's it because the dollhouse itself is the focus. I didn't see a mention of a doll. There have been so many evil doll movies, including "Dolly Dearest", which has only one little girl, not two. I'll keep looking.
