honda had a special tool to lock the rear steering during the camber adjustment of a 4 wheel alignment. the tool was a pin that was inserted into the gear after the gear cap was removeId. The tool is called the "Rear Steering Center Lock Pin and the special tool number that honda used in the U.S. is 07HAJ-SF1020A.

I'm willing to bet you won't be able to find that tool, but it does give hope that you can remove the steering gear cap and put a pin in the gear to lock it. Having not had one on an alignment rack I can't tell you what cap to remove or where to put a pin but I was something that had to be done to set the camber without the wheels moving. I guess that if you can find out where the pin goes you can fabricate a pin to work.

The steering gear cap needs to be fairly convenient and accessible. You might want to ask how to lock the gear at alignment shops or at a honda dealer or if they can tell you what to use. You can ask the honda dealer if they have a service manual that goes back that far and if they can show you what the special tool looks like if they have one.

I'm sure you can lock the gear using a pin if you can get the answers to the 'where does the pin go?" and the "what size pin do I use?" questions.
