You could always look for a fun fair or a carnival and ask the organisers if you could set up a store there for a cheap fee. Alternatively, try selling it to your neighbours.

why not put a flier up with the details of the cards and perhaps a picture so people can see an example of one, at your local shop or school / kindergarten. This wont cost you much except the cost of printing from your computer and time spent designing it. also it sounds like you are in to crafts and card making, have you considered approaching community centres or schools to see if they are interested in getting you to run a short class on how to make the cards. this way you are selling your card idea in a way and teaching people how to do it themselves.

Word of mouth is always a good advertising method. Show them to your friends, ask them to do some word-spreading for you. Bring them to your church/temple/etc. and show them around. Bring them to your work or have your friends and family bring examples of them to work and see if the coworkers would like to buy some. If it's something you're just starting, you may want to do some small-scale selling and advertising like this before you try to get them in any stores, but if it turns into something you want to do on a slightly larger scale, look around to see if there are any small stores that would like to have them as merchandise.
The most important thing is to be confident in your own product (note: not cocky, just confident). Know that you have something good that other people would appreciate, and don't be afraid to show them around.
Good luck!

Go to your local newspaper website, find their search box and type in "craft fair". See if there are any in December that are still looking for crafters. It's a longshot, but if you can get in, you may do quite well. Make sure you include envelopes.
Hit up everyone you know. You're not imposing. You are doing them a favor because they need your cards!

Do marketing where ever you could get worth of them. Try in your friend circle or you may visit any UN office if the quality is appreciable. Good luck.
