If you are a college student, you must be accepted by a college or university before the consulate can be of any help.
If you are a high school student, you must contact a recognized exchange student program ... a list of those certified to operate in the U.S. is here:

Contact the college or university you want to attend. They should have an office that will help you to get the appropriate visa and so forth.
