it means it is prolbey just growing up. getting old

I'm not familiar with herman tortoises but white dots that develop on some reptiles can sometimes be a sign of fungus. You may want to take your tortoise to a vet just to play it safe.

The most likely thing is simple dry skin. It is really easy to keep these guys at too low of a humidity, especially indoors in the winter. They like about 60-80% humidity with an option to go to a more humid place like a humidity box.

It MIGHT be a fungus or something, but most of the time these show up on the soft tissues or shells first.
