Yes, unfortunately hackers are now able to easily hack into your webcam. My webcam light on my laptop always turned on and off randomly so i took the time to research this, while I was researching I learned that this is indeed caused by a hacker and they not only can watch you through your webcam, they can also turn on your microphone and listen to you very clearly!
Its also hard for virus scanners to detect this problem, so I again took more time and researched some type of fix for this, as I searched through over a hundred different forums I stumbled across some guy's post about him using webcam blocker and how it works for him. So I tried it and so happy i did, I have way more control over my computer and can block my webcam and mic plus secure myself from other threats. Don't have a webcam,but you should turn it off when not in use or disconnect it.
There are programs that can turn your webcam on even when your computer is turned off and if the camera is in your bedroom.........
