US funds. As you noted, that's meant a lot more to players in the past.

The Halifax Metro Centre was actually built in the seventies with the intention of attracting a NHL/WHA team. It's now too small for that by 2007 standards. The fact is the Vees and the other AHL clubs in Halifax never did that well, so there's no reason to think the NHL would be interested. One of the most likely prospects on your list is Kitchener-Waterloo just because it's in south Ontario, but outside the area where the Leafs could have anything to say about it. Winnipeg has the building, but it's just not a head-office town. NHL teams are dependant on their corporate box seats nowadays; so teams going to go where the suits are, which is not Victoria, Saskatoon, etc. But when your town has a CHL team that draws 6000 a game at ten bucks a ticket and the players get 50 bucks a week, who needs the bloated NHL?

Its greater in Canadian Dollars then American Dollars because American is cheaper then Canadian that's teams aren't succeeding outside of Toronto.
Examples NHL's Quebec Nordiques moving to Denver Colorado as the Avalanche, Winnipeg Jets moving to Phoenix now they are the Coyotes, NBA's Grizzlies moving from Vancouver to Memphis, Baseball's Montreal Expos moving to Washington as the Nationals now and the Ottawa Lynx moving to Allentown as the Steelhogs Triple A Affiliate of the Phillies.
Its all about the Money If its cheaper they'll do business there, and Canada is not Cheap so businesses come to America where it is Cheap.

As of the 1994 CBA, ALL contracts in the NHL are in US Dollars, and all players have been paid in US dollars since that date.
All TV revenues (including CBC, TSN, and Sportsnet) are also in US Dollars.

Most are in US but there are some that have it in their contract in Cdn $'s. But when you see what they make it will usually be converted to US dollars just to make it easier to compare to others. With the Cdn dollar being about equal to the green-back, you may see more players signing contracts in Cdn Monopoly money.
